Nonprofit organizations, particularly those working with outdoor or agricultural workers, are the primary applicants for this funding. Small organizations rooted in the community are encouraged to apply, and federally recognized tribal entities are given direct access to a portion of the funds without needing to compete. While individuals and businesses are not direct applicants, they may benefit through the supplies and support made available by the funded organizations.


This opportunity is open within a specific state in the Pacific Northwest and follows a biennial cycle, meaning funds are distributed every two years. The intent is to continue offering resources on an ongoing basis as long as appropriations remain available, ensuring long-term support for workplace safety in vulnerable communities.
